Performance Evaluation Of Reservoir Resettlement Compensation Policy

Beefing water conservancy project has great social and economic welfare, at the same time it also brings a series of problems, such as land acquisition, relocation of migrants,immigrants can settle reservoir so as to maintain social stability, it has become a successful water project whether or not an important indicator.In continuous exploration, our reservoir resettlement compensation policies have been better, from the original simple administrative order placement becomes focus on "people-oriented" humane resettlement, not only focus on improving immigrants living standards, but also pay attention to their spiritual civilization.Then the specific implementation process compensation policy is put in place, the living standards of migrants to meet or exceed its prior removal, whether local integration in the resettlement areas,and indigenous residents live in harmony.This article, taking the research of the above questions.Article is divided into five parts: the first part narrates the thesis research background,research purpose and research significance, and the technical route, research methods and possible innovation. The second part mainly explains some basic concepts, and the change of reservoir resettlement compensation policy in China to comb, and replacement in this paper, the relevant theoretical basis.The third part is from technical aspect in this paper, the evaluation index system of building, guided by the reservoir resettlement compensation policy objectives,the use of western policy science evaluation criteria and multi-factor comprehensive analysis,can build a cover immigration production, living and development of various index system;Multi-factor weighted average method is used to determine the evaluation mathematical model of comprehensive indexes, and told how to standardize processing every index. The fourth part in hubei danjiangkou reservoir as an example for empirical research, USES the questionnaire survey to the way of household surveys were collected 189 valid questionnaires, standardized processing for the data from investigation, through the resettlement compensation policy performance evaluation model according to the index weight different calculated results and analysis,theresults showthat:(1) The Danjiangkou reservoir resettlement compensation policy implementation,resettlement compensation are put in place, has a wide coverage of social security, but there arealsojob training pertinenceis notstrong, productive loansupportsuchproblems asnot enough;(2) Immigrants living standards have improved, immigrant income increase, better living environmentandbasic facilities arein place;(3)Immigrants subjective satisfaction is not high.The causes of this phenomenon is mainly migration of psychological factors, most of the immigrants think low compensation standard,did notreachthe expectedlevel.
