As the introduction of <Some Opinions on Further Deepening the Reform of the Electric Power System, (information released by China in 2015 9)> (the following referred to as "9" file) and a series of supporting documents, the new round of electricity market reform has been kicked off with the releasing of the power generation planning and the placement of electricity market as the main feature. In order to promote the formation of the competition market of electricity generation and electricity sales, to protect the rights and interests of market participants, open and transparent, reasonable and effective transmission-distribution price is great essential. Network loss, as an inevitable cost of power transmission, is an important part of transmission-distribution price, thus, to a certain extent, the correct calculation and allocation of transmission loss is determining the rationality of the transmission-distribution price, is the key issue in the research of transmission-distribution price. In this paper, main work is as follows:First of all, the common problems in the engineering calculation of transmission network loss are summarized and analyzed, which contain data identification problems, topology identification problems and other issues. In view of the problems that the branch information error is difficult to be identified quickly in topology identification, a solution method based on bus-type extended power flow calculation is proposed, and the characteristics of data redundancy in modern power system are employed, the two cases of whether each node of information error branch contains the balance node or not are analyzed and discussed, the branch information error identification strategy is presented, respectively. It is proved that the proposed method in identifying the information error branch of the system is effective by example simulation.Secondly, the existing several typical methods of transmission loss allocation are compared, their respective advantages and defects are analyzed. Among them, the network loss allocation method based on circuit theory is discussed emphatically, through the analysis of the existing two node equivalent modes, it is found that the effect of voltage in which way can not be reflected in the result of loss allocation, therefore, this kind of loss allocation method has the problem of ignoring the voltage effect. The simulation results verify the validity of the conclusion, and it is suggested that the new node equivalent mode is feasible to solve the problem, and lay the foundation for the later study.Finally, for the problem about ignoring the voltage effect on the network loss allocation method based on the circuit theory, a new node equivalence mode is carried out, loss composition is re-divided availably, meanwhile, the reasonable allocation of the loss is realized by using the hybrid method. Taking into account the generators for automatic voltage regulation of power system have the duty to maintain the system voltage level, and it is equivalent to be a voltage source node, the electrical network equation is re-written, the network loss is divided into three parts, which are respectively corresponding to the voltage of the regulating node, the injection current of the non-regulating node and the parameters of the network. According to the characteristics of the three parts of the loss, the corresponding loss allocation rules are proposed. By analyzing the examples, the proposed method can meet the principle of network loss allocation, which can "make full recovery of the cost of loss, the corresponding responsibilities for all the parties, and it has the incentive effect of reducing loss for the market members".In a word, this paper has made some progress in the rapid identification of branch information errors and the research on loss allocation strategy. And it has a positive significance on the engineering calculation and the reasonable allocation of the transmission network loss.
