Due to the climatic conditions and terrain conditions, mountain torrent disasters are more likely to happen in City A, which threatened the security of people’s lives and property. Therefore, the implementation of flood disaster control and warning is necessary and important. For many subjective and objective reasons, there are existential risks in the project of flood control and warning of City A, and it is imperative to do the risk management, in order to reduce risks during the process of its implementation. The paper includes the following aspects.Through summarizing risk management theory of the engineering project, we can get a clear idea about risks and risk management of engineering project, which lays the theoretical foundation of the following sections. Considering with conditions of the project, we do risk identification to the engineering project by risk checklist and Delphi Method, in order to found risks of engineering project divided into several types:technical risk, management risk, environmental risk, financial risk, schedule risk and personal risk, and the main factors of these risks.After the risk identification, we established the evaluation index system of the project of flood control and warning according to risk factors. The index system can scientifically and objectively reflect risks in the project. And after comparing various risk evaluation methods, we apply AHP(analytic hierarchy process) to evaluate risks in the project, and sort risks by their impacts on the project.Aimed at the influential effect of risks on the whole project and based on practical situations, we developed coping strategies to each risk. By implementing these strategies, we can carry on the risk management effectively, thus to achieve the goal of maximum security with minimum cost.
