After we watched the live video about the surge waves which occurred in WenChuan earthquake, we realized that seismic surge waves had been always ignored in the past investigation. The seismic surge waves, especially the frequency of the waves have been rarely studied in the world so far.This study based on the shaking water tank table experiments with a total of 273 tests. According to the seismic time section, the waves are divided into forced fluctuations section and free fluctuations section. Based on the wavelet analysis and Fourier analysis, it is determined that the frequency of the forced fluctuations section contain both seismic acceleration frequency and water nature frequency. In the free fluctuations section, the waves are only related to the water nature frequency. After white noise test, we find that the difference between seismic mainly frequency and water nature frequency can be a criteria of resonance. We also establish the formula which can be used to calculat the maximum height of seismic surge waves. The established formula is in agreement with the real earthquake data.Finally, we analysis the risk of the drift-dam lake in Palongzangbu basin based on the established formula. A early warning system also be proposed in this article according to the risk analysis of moraine lake outburst. This study improved our knowledge and recognition about the seismic surge waves and can be a reference resources for the future study.
