For a long time, the cost management of power transmission and substation project in China mainly considers the construction cost, lacking the attention on the future operation, maintenance, and scrap costs. There is no overall consideration of life cycle cost, resulting in the low overall economic efficiency of a power transmission and substation project after put into operation. To get the best effect of using funds for the power transmission and substation project, this subject studies the full life cycle cost management based on the substation construction investment management practice. Through the establishment of model and comparative analysis of the data,the best combination of point between the present and future for the initial project construction, the whole process cost management method to separate the two relations is solved. Through the study of this paper, for the power transmission project in the project decision-making and design aspects, the construction, operation and end-of-life stage of overall consideration are finally clarified, which makes effective connection of the construction project life cycle stages, significantly reduce the life cycle cost of the project construction, to realize the optimization of the cost of construction projects.In this paper, the total cost of the substation in the whole life cycle, from the design construction, procurement installation, operation and maintenance to waste disposal, that is, the full life cycle cost(LCC), is studied. A case study of Changshu City 110 k V substation is carried out to calculate the reliability,analysis of CI and LCC in Changshu Jiangsu 110 k V substation and etc. The optimization of the maintenance strategy is conducted.The model proposed in this paper is based on the relevant standards of the State Grid Corporation, which has strong authority and high operability. From the theory of the depth of thought and the actual effect of the whole life cycle theory applied to the substation construction management, it can be seen that the LCC technology will playa greater role in improving the efficiency of investment in power and transmission engineering.
