A city, the basis of scientific and reasonable operation and orderly flow, logistics delivery is the sign of running a city is a good system of municipal public infrastructure. Factors affecting the orderly operation of the city is divided into two aspects of human factors and natural factors, defects caused by human factors has predictable characteristics, human oriented, usually by constructing the relevant system to avoid or by strengthen the related management rigor and strength to prevent the use of scientific methods and the natural factors; the damage is uncertain, unpredictable and fuzzy characteristics at the same time, due to the subjective and objective reasons of mankind is always limited in the face of nature, which determines the natural disasters caused by the factors in a certain degree of innate uncontrollability, people only through the city construction of city waterlogging waterlogging disaster risk assessment method science brings to the natural factors of risk assessment, and according to the established waterlogging disaster risk assessment results corresponding Disasters, and to minimize the city waterlogging disaster caused by the loss of purpose. Many domestic and foreign scholars and institutions are the respective research and practice from the perspective of how to construct the science reasonable urban waterlogging risk assessment methods of exploration, but did not use fuzzy analytic hierarchy process(FAHP) to construct the risk assessment method.City municipal engineering projects in an important contents of the project is for contingency plans for sudden waterlogging disasters response mechanism, the mechanism of scientific effective and not directly related to urban waterlogging treatment efficiency. Exist in urban waterlogging disaster emergency plan is a very important work is to realize the waterlogging disaster area science reasonable and orderly evacuation, the evacuation of all personnel refers to waterlogging area need evacuation of people, cars and other objects. Domestic and foreign distinguished scholars and practitioners are from the respective research and working angle of other similar disaster personnel alienation or specific waterlogging disaster personnel alienation were related research work, the conclusions of their research and practical results are obtained. But do not have the concept of dynamic optimization, terrain factors and the traditional path optimization algorithm for the construction of the path optimization mechanism, in order to solve the problem.In this paper, based on the fuzzy analytic hierarchy process(FAHP) and the traditional Dijkstra search algorithm is improved, and were used to construct the urban waterlogging disaster risk assessment model and based on improved Dijkstra algorithm of urban waterlog disaster personnel alienation path optimization model, also GIS platform using C# programming language to achieve the preparation of the urban waterlogging risk evaluation and mitigation decision-making system based on, the algorithm model by system simulation realized the practical significance, the area waterlogging disaster management work has certain reference significance.
