Intelligent Transportation System (ITS) and their applications are hot research topic and attracting significant attention in research and industry. ITS makes use of various sensing and communication technologies to assist transportation authorities and vehicles drivers in making informative decisions and provide leisure and safe driving experience.The data collection and dispersion are of utmost importance for the proper operation of Intelligent transportation system and their applications. However, existing traffic data collection schemes are based on assumption that vehicles and roadside devices are equipped with sensing and communication capabilities, high cost and difficult to maintain; in addition, although there are a variety of ways for the traffic data dispersion, but the dispersion schemes has some imperfections such as smaller audiences and easily influenced by environmental factors.In this dissertation, design and implementation of "traffic information collection and dissemination system" in the smart phone made up for the defect of the above.the main contributions of this dissertation present follows:First, the intermediate circulation between collection and dissemination system are reduced. "traffic information collection and information dissemination system" integrated the traffic information data collection and data dissemination into a framework, the collected traffic information data is released directly to the users after processing. In order to reducing delay, the system had reduced data forwarding process between the traffic data collection and dissemination, the users could obtain real-time and near real-time traffic information, according to those information, users can adjust and change the travel route for reducing travel time cost and economic costs.Second, the system collected traffic data without the need of any special sensors or communication devices. The existing schemes of intelligent transportation system to get the traffic information are based on assumption that vehicles and roadside devices are equipped with sensing, communication units and other infrastructure. In this paper, the traffic information collection are based on the concept of crowd sensing, the basic idea is to use the user’s smart mobile phone and human inputs to aggregate the traffic information based on the user’s geo-location without the need of any special and expensive sensors or communication devices in vehicle and on roadside.Thirdly, the system display the real-time traffic condition and other traffic events on the user’s mobile client, it has wide audience and little environment affection. China is the world’s largest mobile market and the mobile telephone network has wide coverage range, it is beneficial to release traffic information by installing client on the mobile phone. System can draw the traffic status layer and event markers on the map to represent the event that may affect the transportation safety, users could obtain the description of the event by clicking event marker on the map. To understand the description of the event helps users change direction and route to avoid congestion that traffic events generated.
