Discussion On Indoor Environmental Assessment System Of Pension Institutions

In 1999, China has entered the aging society, and become the world’s most elderly populous country in the world. By 21 Century, China will experience an irreversible aging society. Compared with other developed countries, such as Japan, Germany, China’s pension industry started relatively late, so there is a big gap about the research scope and the depth of the pension building design between China and the developed countries. Although the country released the construction standard about the old building, the contents in the existing standard pays attention to all sides and has a strong statement. Although the contents are full and accurate, the focus is not prominent. To guide the preliminary design scheme and the project evaluation after the completion is a complicated process, the evaluation lack of emphasis and assessment results was presented by all the subjective description so that it was not intuitive, and the actual construction supervision is not strong. Most of domestic pension institutions are not built in accordance with the construction standard. Therefore, whether it is used as a criterion to the existing pension institutions indoor environment evaluation, or as a reference checklist to completed pension agency’s acceptance evaluation, or for archival filing work demand, the establishment of a "pension institutions indoor environment evaluation system" is increasingly urgent and necessary. To enable it to fully refined and quantified pension institutions indoor environment, selected important index from a number of evaluation index to streamline the evaluation content and highlight the focus of the evaluation to make it controllable, easy to operate, Then empower the selected indicators which makes the evaluation more objective and more reasonable, avoids balanced evaluation, and evaluation results present in the forms of scores and grade, which is intuitive and accurate, easy to find deficiencies, and puts forward the improvement strategy, ultimately achieves the purpose of guiding the construction of pension institutions.Firstly, through the relevant literature and relevant regulations of theory carding this article summed up pension institutions indoor environment evaluation index set, and then use the Delphi method to select index, to get the final evaluation index set. Confirm the weight of each index using analytic hierarchy process (AHP), calculated the total arrangement of each single index weight and index value, and constructed the pension institutions indoor environment evaluation system.Secondly, the paper through the field survey of the needs of the elderly in the pension agency, test the rationality of the evaluation system from the practical level of the evaluation system.Finally, three representative examples are selected to calculate the value of the evaluation system, so as to illustrate the operability of the evaluation system.
