The high-speed railway development has entered a rapid growth period in China, and the passenger demand grows increasingly. Meanwhile, constrained to the limit of railway equipment, the structure of railway organization and other influential factors, the service supply provided by high-speed railway is limited. Therefore, the appropriate and efficient use of railway capacity, and optimal use of available capacity has a significant meaning in terms of railway operation. Taking the railway available capacity as the studying object, the work of the paper concentrates on the aspects listed as below:a) The high-speed railway operation serves for the passenger demand. Without the operation of freight train, the available capacity occurs when there is no or little the passenger demand. This is the waste of railway capacity. Therefore, the study on high-speed railway passenger behavior as well as the spatial and temporary passenger distribution plays an important role in the study of high-speed railway available capacity. Based on the history ticket data, we apply the statistic method and data mining method to investigate the passenger distribution from the time and space dimension, and its influence on railway available capacity.b) Another important factor that leads to railway available capacity comes from the railway organization and railway equipment. With the systematic study of the previous literature, we mainly consider the maintenance time, the distribution of train reserve, and the train stop planning in the study of railway available capacity. The paper gives a detail analysis of the factors mentioned above and their relationship with railway available capacity.c) With the analysis of the factors that lead to railway available capacity, the paper firstly collect and classify the hourly passenger volume between stations, apply the short-and-long distance train for operation at the aim of serving main part of the passenger demand. This work is done by established model. After that, we take the operation organization and operation equipment as constraints, and make a proposed optimal method to decide the departure and arrival stations. The solution is generated by MATLAB and the optimal tool. In the end, we take the Changsha-Shenzhen high-speed railway as the studying case, analysis the actual available capacity from the aspects of temporary and spatial passenger distribution, railway organization and railway equipment. Then we apply the established model to optimize the operation planning. By comparison of the optimal operation planning and actual operation planning, we verify the justice of the establish method.
