With the rapid development of the economy and increasing urbanization, the car ownership of each capita continues to increase. As a result, series of environmental problems come out, while transport emissions have become an important source of environmental pollution. There has to encourage energy conservation in our country. At the end of September this year, the introduction of preferential policies to halve the vehicle purchase tax levied on the purchase of 1.6 liters and below passenger car implement, which shows the Government attaches great importance to road traffic emissions. To allow the users are capable of catching data collection which are key factors influence road emissions. The paper cited a new generation of mobile source emissions estimates by the US Environmental Protection Agency released MOVES model to predict road traffic emissions. This paper includes the following aspects:First of all, paper introduces system model composition, calculation principle and model structure of the comprehensive mobile source emissions model MOVES (motor vehicle emission simulator) which was developed by EPA. Subsequently, it is the scientific analysis for main input parameters. In addition, for the main influencing parameters, the thesis studies calculated operating conditions in particular. For the key factors which affecting the operating conditions --- speed, there are three ways to get the running speed parameter. In order to meet China’s national conditions, further localizing the input parameters amendment makes predictions more reasonable and accurate.Secondly, with the use of TESTO-vehicle exhaust detector and GPS global positioning system for field testing, the paper puts forward a deviation analysis between the output predicted emissions MOVES model and actual tested vehicle emission data. The results fully verify the accuracy and reliability of MOVES model.Finally, after verifying the applicability of MOVES model, the essay studies affecting factors of vehicle emission from three aspects:vehicle, roads and environment. Besides, there is sensitivity analysis for the influent factors. As a result, speed parameter is the key factor that affects traffic emission, and other parameters also affect transport emission to a certain extent. Through the affecting study on road emission factors, this paper presents the corresponding traffic emissions optimization measures:to strengthen environmental regulation of motor vehicles, to retire vehicles actively, to improve fuel quality and to conduct traffic organization optimization measures.
