Economic planning for transmission network is an important part of power system planning. As the construction of power grid needs to be supported by huge investment, unreasonable planning schemes will consume a large amount of resources and cause the waste of capital, which has negative effects on the sustainable development of transmission network. Therefore, scientific and reasonable planning for transmission network and improvement of the economic level of the network planning can not only make the network structure more reasonable, but also bring huge social benefits and economic benefits. The establishment and solution of the planning models are the keys and also difficult points in the research on transmission network planning, so it has important theoretical and practical value in innovation of planning models and methods.The main content of this paper is to innovate and explore the models and methods of network structure planning from the perspective of economy. Firstly, through theoretical analysis of the current situation of China’s transmission network planning, this paper introduces the economic planning model of the transmission network in two aspects from the objective function and the constraint conditions, with analysis of the existing problems of the model. Secondly, in view of the shortcomings of the traditional economic planning model, this paper introduces the improved economic planning model of transmission network based on Set Pair Analysis theory. Thirdly, based on the study of the principle and realization process of PSO and AFSA,this paper uses the two algorithms to solve the improved model. Thus Set Pair Analysis theory is combined with the two intelligent algorithms to establish the SPA-PSO and SPA-AFSA models-two kinds of intelligent economic planning models for transmission network. Then,in empirical research on the two models, the optimal planning schemes are obtained in different cost ranges. Lastly, by using the results and data of the planning schemes, the applicability of SPA-PSO and SPA-AFSA model is evaluated and compared, which provides method basis for comparison and selection of the planning models.Through the empirical analysis, the algorithm performance and applicability of SPA-AFSA intelligent planning model is proved to be better compared with SPA-PSO intelligent planning model. The establishment and solution of these two models are the most important innovation points of this paper. Through the combination of the novel theory-Set Pair Analysis and two excellent artificial intelligence algorithms-PSO and AFSA, this paper improves the economic planning theory from 3 aspects-construction, solution and applicability evaluation of models-to realize beneficial supplement for transmission network economic planning models and promote the innovation of the planning models.
