From the accident happened in Fukushima nuclear power plant, We have more clearly known that one of the important measures to increase the nuclear safety is to enhance the safety and reliability of the power transmission and distribution system and plant auxiliary power supply system. The residual heat is the most important difference between nuclear power plants and conversational fossil power plants, which leads to a higher standard of the plant power supply system.We must asure that the residual heat be carried out from the reactor, and the temperature and pressure of the reactor coolant system not exceed the limit, and keep the ntegrity of the reactor coolant system boundary.The difference between nuclear power plants and conversational fossil power plants and the nowadays study of the design of plant service power supply system are summarized in this paper. The technology of HTR is generally introduced together with the HTR-PM project. The HTR-PM is taken as an example to analyze the design and design basis of the priamary electrical system and plant service power supply system and to work out the parameters of the key equipments,such as the generator, the main transformer, the service power transformator, the auxiliary transformator, the GCB and the separated-phase closed wire bus.
