With the development of regional economy and the increasing demand on power grid construction efficiency, the importance of power transmission and transformation project progress management emerges gradually. Therefore, it is necessary to study on power transmission and transformation project progress management.Due to features that the construction of a large scale, professional of a wide range, power transmission and transformation project progress management is of great complexity. Difficulties such as organize and reconcile between departments, balance cost quality and progress, carry out and adjust schedules properly, exist. Based on the research of project schedule management theory, critical chain technology and WBS, this paper analyzes the advantages of critical chain in project schedule management, sets up a critical chain project management framework and builds a model that optimized the schedule and buffer settings. This model takes into account project task resource level, task complexity and process risk factors and provides a new buffer size estimation method. It also provides a project schedule management method based on proper early warning mechanism of the buffer. Adopted on the basis of clear objectives and principles of project management evaluation and analysis of influence of various factors, and ultimately establish the based on combination weighting model for comprehensive evaluation of power transmission project progress management. This article through analysis of a 500,000-volt substation construction project planning and project progress control management process application was verified using critical chain method for power transmission and transformation project management advantage and comprehensive evaluation model of evaluation results. In this study, the critical chain technology is applied to power transmission and transformation project management effectively distinguish between the various project activities the size of the uncertainty, and in the buffer zone management, introduction of buffer management line, optimized buffer breakthrough and decision making choices, through examples and achieved good results, with good value and theoretical significance.
