In recent years, in the context of the rapid development of economy and the accelerated pace of urbanization, urban traffic problem has become more apparent. As urban traffic investment and the rate of urban transportation infrastructure difficult to meet the development of traffic demand, urban traffic congestion becoming increasingly grim. Urban traffic congestion leads to a series of problems, such as environmental pollution, waste of resources and energy, economic losses and the increase in travel costs etc. This gradually attracted the attention of scholars at home and abroad. The "bus priority" policy is effective fundamental way to solve urban traffic problem, however, the public transit system has its own problems, such as "bus cluster" phenomenon. In this paper, the clustering phenomenon of urban public transport system is the breakthrough point, the intrinsic characteristics of the cluster are deeply discussed.The main research content includes three parts, Firstly, in order to be able to conduct a detailed study on urban public transport system and to support bus system modeling, We have implemented an empirical study on Hefei public transportation system and obtained the statistical distribution characters of the bus system.Secondly, the modeling and simulation of the city bus system has been founded. In order to study the influence on headway from departure frequency, vehicle capacity and arrival rate, and considering the feasibility of using mathematical analysis to prove the reliability of the model, we simplified the time-headway model of bus system. Simulation results show that the departure frequency, vehicle capacity and arrival rate have a great effect on the time-headway of bus route system. For a more realistic simulation of public transit systems, the headway model was refined based on empirical data, simulation derive the phase diagram, headway fluctuation rate and retention rate of the system. We carry out qualitative research on regular state, transient state, pairing, clustering state and evolution of each other by the phase diagram of the system. We carry out quantitative analysis on headway distribution characteristic on headway fluctuation rate and retention rate of the system.Next to relieve the bus clustering phenomena as the starting point based on time headway optimization control strategy, and have done a comparative study. The results show that all the methods have a good control effect, while, In terms of total time line operation and adjustment time, based pre-headway and follow-headway method is better; In terms of adjustment stability, based pre-headway method is better.
