Currently, energy and environmental crises break out across the globe, prompting research of renewable energy, and electric vehicles. As one of the effective solutions of energy crisis and environmental pollution, new renewable energy and electric vehicles not only operated flexible, have less reduction, but also are environmental friendly, which are attracting more and more attention. A lot of technology has also entered a practical stage. The current new energy which have the most developed value is solar and wind energy, while electric vehicles has become the future direction of vigorous development because it reduces environmental pollution. China has introduced a number of policies to encourage the development of new energy and electric vehicles, which have effectively stimulated the new energy and electric vehicle development.First, based on lots of reference and data relating to the subject, an analysis in depth is conducted to uncover the concept of electric vehicles and new energy, and also briefly introduce the need of the study and research status. But the access of new energy and electric vehicle charging will make the power distribution system a complicated system that combines energy collection, transmission, storage and distribution. This will challenge traditional planning of distribution network when selecting the optimal solution.Then we mainly focus on the effects of electric car charging stations and new energy on the distribution network.Finally, some of the traditional distribution network planning and planning methods are presented, which laid foundation for the later introduction of "power circle" approach.Then we focus on the "power circle" approach, which is used to connect new energy and electric vehicles to distribution networks. This method not only meets the requirements of planning, but also makes network loss minimized while improving the voltage level of the distribution network.
