By entering 21 century, one electricity meter for each customer had been realized, as a result, there was a massive increasing number of electricity meter using. This situation challenged artificial meter reading method. At the moment, in Daxing district, Beijing, the State Grid is boosting electricity meter changing process on a large scale, the latest Smart Electronic Meter will replace the old ones for all electricity customers, therefore, all meters is going to be monitored by Smart Metering System. However, at the present stage, GPRS (2G) communication is the most popular method to transfer data between Smart Meter and Remote Terminal Unit (RTU), because of the limitation of GPRS communication bandwidth, slow transfer speed, weak stability and capacity of resisting disturbance, the data dropout and losing communication with RTU occur frequently in daily operations.Based on the above situation, this article developed a new Low Voltage Smart RTU with the core system of ARM and Linux. First of all, the following new functions were developed and realized by the new RTU:Multiple Protocol Communication Technology, Self-Diagnosis and Restoration, Auto Searching Function, Remote Updating, Broken-point Continuingly-Transferring Technology and 4G Wireless Transmissions. Secondly, this article described hardware design and software design of the RTU, especially introduced all functional modules, and embedded Linux System design and Software Processes. And in the final, the RTU had been tested in the field and the records proved the efficiency of this new product.By using the technology mentioned above, the entire test results were positive and proved the reliability of the new RTU. Based on the performance in field test, this RTU could be a good option to replace the GPRS (2G) communication based RTU, and it could also be a good product to reduce the intensity of artificial work, improve work efficacy, realize the real-time meter reading and solve the problems occurred in daily metering in Daxing district, Beijing.
