Research On Eco-compensation For Inter-basin Water Transfer Project

The inter-basin water transfer project is one of the indispensable and effective measures to solve the uneven distribution of water resources, to alleviate the water crisis and the contradiction between supply and demand of water resources. In the process of application and management, however, the project changes the water regime. The original ecological balance will be broken and the project also has negative effects on the society, ecology and economy of the water outputting district, which will aggravate the contradiction between the water outputting district and the accepting area. To ensure obtaining sufficient and clean water for the accepting region, the water outputting district has to increase the investment for the project of ecological protection, and to a certain extent, limit the economic development of local areas. Therefore, the diversion area suffers tremendous external costs, which reduce the enthusiasm of protecting the environment. As an effectively economic way, the ecological compensation is benefit for the the water diversion project and the sustainable development of ecology, and it can achieve the social justice, and promote the hamonious development between environment and regional economy.First, on the basis of discussing research status of eco-compensation at home and abroad, this paper expounds the meaning of ecological compensation from the perspective of ecology, management, economics and law. Considering the research of scholars and domestic conditions, from the theoretical economics angle, it gives the definition of eco-compensation for the inter-basin water transfer project. Secondly, the basic theories of eco-compensation for inter-basin water transfer project are summarized as follows:Marxism ecological view, the theory of public goods, property rights theory, externality theory, the ecological capital theory, the theory of the ecological service value systems and the theory of sustainable development, whose correlation are also analysed. And then it analyzes the basic thoughts of eco-compensation for inter-basin water transfer project. While carrying out the game strategy analysis among stakeholders of eco-compensation for inter-basin water transfer project, it has clear subject and object of ecological compensation and discusses the conditions to meet stable strategy. Finally, taking the Jiangsu section of South-to-North Water Division Project of Water as an example, from a macro point of view, this paper analyzes the benefit-based relationship between the diversion area and the intake area using the Game Model; from a microscopic point of view, this paper builds two ecological compensation accounting model and calculates the ecological compensation, with the angle of ecosystem services value and emission rights. These two calculation models are given full consideration in the relationship between eco-environment and economic development, which has a certain practicality. The North Water Diversion Project is a typical representative of inter-basin water transfer project, which makes it a significant object of empirical study, with demonstration and popularization value.
