Research On Ecological Compensation Of Trans-basin Water Transfer Source

Water resources in China are serious uneven on the temporal and spatial distribution.In recent years,along with the social economy rapidly developing and living standards of the people increasing day by day,the water amount is increasing,which makes some relatively water scarce area supply crisis.In order to solve this problem,governments adopt the general means which are transferring abundant water resources to the water shortage region,in order to alleviate the urgent needs."Two diversion" project is one of water diversion projects,ecological compensation of which is one of the most difficult problems to solve.Since the 90 s of the 20 th century,Chinese scholars begin the research of ecological compensation,but most of them are concentrated in the mining resources development and farmland also forest ecological compensation issues,for inter basin water transfer this relatively complex problems of ecological compensation theoretical research rarely.Because,I think it is necessary to study on the cross basin diversion of water to the ecological compensation.Basing on the theory and practice,this paper analyzes the example of "two cited" project(Xundian section).According to the ideas of analysis of the background,theoretical analysis,construction of the ecological compensation framework,on-the-spot investigation and analysis,experience and proposals,Firstly,this paper introduces the research background and related theory of the ecological compensation,and then build a framework of ecological compensation from five aspects,such as engineering survey,the subject and object of ecological compensation,ecological compensation,ecological compensation standard and the calculation of the cost of ecological compensation,then carries on the investigation of "two cited" project XUNDIAN,and analysis of "two cited" XUNDIAN engineering ecological compensation situation and the difficulties of the reasons,for example,the scope of ecological compensation is not comprehensive,the definition of subject and object of ecological compensation is not scientific,the standard of ecological compensation is unreasonable,and the establishment of ecological compensation mechanism is lack of scientific evaluation.Finally,basing on the experience of enlightenment of the ecological compensation of the water source of inter basin water transfer in China,this paper gives suggestions of perfecting our country's Cross basin diversion of water to the ecological compensation,including improving the ecological compensation system,the establishment of special ecological compensation legislation,improving the ecological compensation methods,and improving the management system of ecological compensation,coordination of the relationship between the main object of ecological compensation.
