Currently, the study of industrial architectural heritage is rare in domestic second-tier cities. This dissertation chooses Hefei as the research object and takes the industrial architectural heritage regeneration project of Liverpool Albert Dock as a reference. The target of the dissertation is to evaluate the present situation of industrial architectural heritage regeneration in Hefei, find out the existing problems, explain the causes of the problems, and put forward the strategy to solve the problems.This dissertation completed the study on the present situation and policy system of industrial heritage regeneration in Hefei and Liverpool through field research, literature research, case study, semi-structured interview, questionnaire. This dissertation established a benchmark on industrial heritage regeneration based on the successful experience of Liverpool Albert Dock, and found out three major problems, which are the lack of protection, the failure of financing and the improper development strategies in the process of reusing the industrial architectural heritage in Hefei. Therefore, the development trajectories of Hefei and Albert Dock area were analyzed and compared by positioning background factors with larger difference. It was found that the lag on industrial archaeology and the high fiscal reliance of local government on land finance are the main causes leading to the problems in Hefei. Finally, according to the existing problems and corresponding causes, and the results of the adaptability analysis of the experience of Albert Dock, the dissertation put forward the protection strategy of implementing industrial archaeology, the financing strategy of establishing PPP mechanism and the development strategy of introducing public cultural facilities followed by commercial facilities, to push forward the development of industrial architectural heritage regeneration in Hefei.
