With the continuous development of China’s economy and the strengthening of regional power grid interconnection, the operation environment of the power grid is becoming more and more complex, and its security and stability operation has become the focus of people’s attention. The emergence and development of wide area measurement system(WAMS) which based on synchronized phasor measurement, providing new ways and directions for the effective monitoring and analysis of the operation state of the power grid. As the core of the synchronized phasor measurement, the accuracy and real-time performance of the phasor measurement algorithm directly affects the WAMS’s state estimation, fault analysis and adaptive out of step protection and other advanced applications. In the first chapter of this article briefly describes the research status of the current phasor measurement technology at home and abroad, and several kinds of phasor measurement algorithm which widely applications are theoretical interpretation and analysis. In subsequent chapters for different power system applications presents new phasor measurement algorithm and power algorithm, and based on the Client/Server( C / S) model developed phasor measurement management and monitoring system software, the main research content of this paper is divided into the following :(1) First of all, concise exposition of the development history of synchronized phasor measurement technology, as well as its current status of research at home and abroad. Among the phasor measurement algorithms, select several kinds of phase measurement algorithms which is commonly used at present are studied and analyzed, and its advantages and disadvantages are compared analyzed and summarized.(2) According to the traditional DFT is easily affected by the noise and the signal fundamental frequency offset, and the resulting non-synchronous sampling produced a serious impact on the performance of the DFT frequency calculation; A novel DFT frequency algorithm is proposed, which includes using band-pass filter to filter the voltage original sampling signal, and the filtered signal is processed by voltage zero crossing detection and least square nonlinear sine curve fitting, and then re-sampling the sine curve fitting. In this paper, the theory and formulas of the algorithm are described and derivation in detail.(3) For the complex extended kalman filtering phasor measurement algorithm in the iterative filtering process susceptible to model error covariance matrix kQ and the measurement error covariance matrix kR, An improved quantum behaved particle swarm optimization algorithm is proposed to optimize the kQ and kR in complex extended kalman filter calculation signal amplitude, frequency and phase angle. Detailed analysis of the error factors of the discrete Fourier transform algorithm when the signal fundamental frequency shift, to establish a mathematics model of error between the amplitude, phase and frequency offset. In this paper a DFT phasor and power measurement algorithm is proposed, which based on the improved extended kalman filter frequency measurement algorithm to modify the amplitude error and phase error of DFT algorithm. Simulation results show the effectiveness of the proposed algorithm.(4) Phasor measurement management and monitoring system is designed and developed based on DotNET framework, C/S mode and visual studio 2010 operating environment. The management monitoring system software select Server SQL 2008 as database, programmed by C# Winform, and Using serial communication technology, Socket network programming technology, ADO technology, and thread technology to achieve data communications and database access operations. Through the C# language programming to achieve the relevant algorithm for the system analysis of the data, and use the Zedgrap control to display the relevant data curve.
