In recent years, with the rapid development of national economy in China, the engineering construction project is tend to be large and complicated, and gradually become the pillar of the national economy. Project integration management is the most important work in the whole project management.As the project implementation process complexity and uncertainty increased, effectively implement project integrated management, through the project integrated management on all aspects of the project cost, schedule, scope, resources target cooperating control, become an essential management work for project management. The earned value method is a set of integration management method which integrate the cost, schedule and technical performance, taking the risk management into account at the same time. This approach originated in the United States military and national defense projects such as integrated control of cost and schedule,after the introduction of the civil project, widely used in large-scale construction projects management at home and abroad. The increasing complexity and uncertainty of the current large-scale construction projects management, but the management informationization and lean demand is higher. This study found that earned value management method in management practice showed some shortcomings, such as calculation easily affected by the singular data points and error trend forecast result, affects the managerial judgement; Project evaluation index only consider the current real-time monitoring point data values, not considering the comprehensive efficiency of each historical monitoring point data, easy to cause the project execution efficiency in the future.There was a large error forecasting and evaluation.According to above problems, this paper introduces an optimal linear estimation algorithm of the project earned value management system-Kalman filter method.The advantages of this method is that can comprehensively consider the change rule of historical data, to make the right judgment for the future execution trend of projects, in addition, the method by eliminating random noise interference existing in the measurement process, thereby gaining the most close to the optimal estimate of the real value. In this paper, we design the Kalman filter method in earned value management evaluation and prediction of the logic order, according to the current project and historical execution of estimating the value measurement can reduce the traditional earned value management on project performance dynamic evaluation and the computational error of future trend prediction; Further introducing the kalman filter method to "multi-level earned value management", combining with the traditional earned value management theory, the critical path method(CPM) and work breakdown structure(WBS) design process, to implement the algorithm can further improve the accuracy of the earned value management evaluation and forecasting, and get more information on project execution analysis; Finally, through the adoption of a certain real estate construction project empirical data to verify the feasibility of the model and algorithm. The empirical results show that with the project execution, the more data can be used to measure project execution, after Kalman filter to optimize the earned value management evaluation and forecasting error will be smaller and smaller.This paper can enrich and perfect earned value management theory system, and improve the project management efficiency, provide theory and method reference in improving our country’s construction project cost / schedule management level.
