The work of residential buildings’ energy saving reconstruction in China has experienced a demonstration phase, has now officially entered the stage of large-scale promotion. At the present stage, the residential buildings’ energy saving transformation is mostly based on the government’s full investment or jointly funded by the government and the owners, a large number of buildings to be renovated, huge capital investment, complex energy saving technology and the lack of professional management capabilities lead to the energy saving mode dominated by the government is not sustainable, the function to optimize the allocation of resources of energy saving service industry’s market mechanism can not be effectively released, the implemented projects’ demonstration effect is not obvious, lack of initiative energy-saving market, and affects the energy saving target to achieve. Under the background of the residential buildings’ energy saving reform needing to be market-oriented and commercial operation, the EPC mode is widely used. However, the application of EPC mode has a lot of problems in the process of residential buildings’ energy saving at present, for example, the decision subject is not clearly defined, the design of decision process is not standardized, the allocation of decision-making power is not reasonable,and it lacks of market guarantee measures, so these restrict the realization of a series of decision-making problems in the process of energy saving transformation, hinder the advancement of EPC model.This paper defines the decision-making mechanism of the energy saving transformation of residential buildings in our country under the EPC mode, by reading the literature, theoretical research and field investigation; this paper analyzes the relevant bodies and the interaction mechanism between the relevant bodies based on the externality theory, the asymmetric information theory and the principal agent theory, defines the main body of decision making of the EPC model. The decision process is designed by the definition of the decision bodies and the design principle of the decision process, it consists of four parts: the project decision-making stage, the stage of the project contract, the implementation stage of the project transformation and the stage of the project maintenance revenue, and makes the decision right of the decision making bodies in the decision-making process to carry on the reasonable dynamic disposition.
