The increasing serious crisis of energy and environment currently forces that China has to speed up the pace of energy saving and emission reduction. But the energy consumption of existing residential building which accounts for a substantial part of the total social energy consumption rises year by year, China urgently needs to reduce the total social energy consumption by building energy-saving reconstruction. However, one of important reasons that the Chinese building energy-saving reconstruction develops slowly is the lackness of energy-saving reconstruction model that suits to Chinese national conditions. The EPC model which has gotten successful experiences and gone to marketization in develped countries can not be applied easily in China. It influences enormously the development of Chinese building energy-saving reconstruction. Therefore, it is essential and urgent that we should study the EPC operation model for energy-saving reconstruction of existing residential building which suits to Chinese national conditions.By the study in this paper, the central problem which EPC can not be applied easily in China is that the residential property right structure of high rate of privatization and the residential form of multi-owner lead to the Chinese users of energy consumption are unwilling to invest and China hardly form the benefit share system of energy-saving. In view of the above problems, this paper optimized the EPC operating model and putted forward a new EPC operating model-indirect-share EPC operating model. And this paper designed the operating way of it, derived the adjusting formula of energy consumption price, defined the duty and profit of various participators, and so on.Finally, this paper formed a new solution. Based on the operating model, this paper designed a whole set of energy-saving reconstruction plan of existing residential building, including reconstruction project, technique measures, reconstruction cost, selections of solution, methods of profit analysis and parameter. And this paper putted forward the “unfavourable plan” principle and the dynamic revised methods of energy-saving profit,which makes the proving result of example more reliability and more typical. The proving result of example indicated that the optimization model of EPC, which this paper putted forward, possessed practicability in China. Ultimately, based on the result of quantitative analysis and combined with the qualitative analysis of indirect-share model’s advantage, weakness, opportunity and menace, this paper putted forward some proposals which China overall promotes energy-saving reconstruction of existing residential building.The indirect-share EPC optimization operating model which this paper putted forward possesses the characters of powerful market attraction, extensive usability, win-win profit. And it can speed up the course of energy-saving reconstruction of existing residential building marketization, trans-regionally popularize and apply energy-saving reconstruction of existing residential building, enhance the effects of government finance, achieve the harmony and unity of the social economic development and ecological environment improvement and be strategically significative to China’s energy saving and emission reduction.
