Under the background of China to promote resource-saving and environment friendly society and the development of public transit priority, the bus rapid transit system plays an important role in the urban transportation. Signal priority control can improve the efficiency of bus rapid transit, and implementing signal priority at the intersection is an important measure. With the "people-oriented" design idea strikes root in heart of people, in the process of bus priority and signal priority design, the rights and interests of both passengers and pedestrians should be comprehensively considered, while ensuring bus priority in considering the implementation of the overall efficiency of an intersection. The plan which can achieve more bus rapid and reduce more private vehicle delay will promisingly get the whole society’s expectation and support.This paper discusses the strategy of bus signal, bus phase and pedestrian delay model, then take the initiative priority control mode extension with green extension is taken to develop a bus rapid transit signal priority model taking the integrate benefits as the object with emphasis considerations of passengers and pedestrians time benefit. After screening of the algorithms, the particle swarm algorithm is selected as the optimization algorithm, examples are solved using the particle swarm algorithm and the accessories are adjusted with the help of Matlab software. Finally, the simulation platform is built up using micro-simulation system VISSIM software and the VISVAP module, respectively running fixed signal timing scheme and the bus rapid transit priority signal timing scheme simulation using some investigation data from Hangzhou. Simulation results show that the scheme of bus rapid transit priority signal presented in this paper can reduce the delay of both passengers and pedestrians and the overall operational efficiency of the intersection has been improved.A new signal priority control method, which is the green extend, was presented with the simulation experiment using the measured data of Hangzhou city, and the application value of the scheme was further verified. Further more, specific suggestions and improvement measures were given to bus rapid transit system in Hangzhou city. The methodology, suggestions and improvement measures proposed not only provide importation reference value to improve the rapid transit system in Hangzhou, but also offer theoretical suggestions and references for rapid transit signal priority setting to other cities.
