Frequency is an important power quality evaluation index, whose stability is mainly affected by the balance of active power. To ensure the power grid frequency stability, the system needs to retain sufficient reserve capacity of frequency regulation to maintain the adequacy of grid operation under its normal running status. Insufficient adequacy will reduce the frequency stability during uncertainly failure. Meanwhile, the frequency stability may adversely affected by unsatisfactory frequency regulation.At first, this paper introduces the basic principles of power system frequency stability, the frequency regulation effect coefficient of the load and generator. A detailed study of the dispatch of primary and secondary frequency regulation reserve is given, and the demands made by power system new situation for frequency regulation reserve is analyzed.Secondly, on the basis of researching the principle for determining the capacity of frequency regulation reserve, the probabilistic reliability evaluation index and its calculation methods, this paper proposes a probabilistic assessment method for system supply adequacy considering various random factors for actual power system. This method models generators, DC lines and loads, considers the potential failure of power generation equipment and load forecast error, and assesses the system power supply adequacy by Monte Carlo Simulation.Thirdly, this paper studies the time-space distribution characters of frequency by means of domain simulation, analyses the mechanism that how do the capacity and distribution of primary frequency regulation reserve influence the grid frequency recovery process after failures. Then, the dispatch of primary frequency regulation reserve is analyzed by reproducing a real accident in East China Power Grid.Finally, in view of the difficulty of Modeling and striking parameters in secondary frequency regulation studies, a simplified engineering method is proposed to simulate the process of dispatching secondary frequency regulation reserve. This method takes the system’s frequency offset and tie-line power changes into account, not only can successfully simulate the trajectory of frequency, area control error and the output curve of units, but also can calculate the control performance standard of AGC according to the simulation results.
