In recent years, building energy conservation, as an important component, has included in the sustainable development strategy of our country. However, now our heating metering system is not reasonable. It can’t arouse the enthusiasm of residents’ energy saving and exist a waste energy phenomenon which opens a window for air at high temperature. These problems hinder the process of building energy conservation’s promotion.In order to promote the vigorous development of building energy saving in our country, this article puts forwards a set of heat metering system based on thermal apportionment method, the system can be fair and reasonable accurate allocation of heat, it also brings the awareness of energy saving to the residents, and people will save the energy do their best.At first, this article introduces allocation algorithm based on on-off time area method. It proved the correctness of the theory and revised exceptional situation for the hot apportionment method and used the adjusted method to simulate.Moreover, this article introduces hardware design of heating metering system. The heating metering system includes indoor temperature controller, on-off controller, acquisition calculator and building heat meter. This article mainly has carried on the indoor temperature controller and on-off controller hardware and software design, at the same time, this article gives the design of the communication format and the heat management system monitoring interface design. The design of main hardware module includes power supply module, keys module, display module, RF module, temperature measurement module, indicator light module, motor control module, power module, the RS485 module, alarm module and storage module; Monitoring interface design module includes landing interface, heating management interface and user interface with hot information statements.At last, this article introduces reliability and optimization design of system. It includes the reliability design of the communication between the heating metering device which uses frequency hopping strategy to avoiding WLAN equipment interference; The reliability design of the room temperature control strategy which uses BP neural network to predicting the valve open time in the control cycle, through fuzzy controller to realizing the constant temperature control of the indoor temperature; The reliability of the working condition of pipe network design that a condition of the stability control was achieved by staggered control cycle.This article studies design of heating metering system response state advocates the policy of building energy conservation, can be realized in user with thermal comfort and under the premise of enterprise profit, effectively promote the energy-saving awareness of residents, in the future will occupy the important position in the field of heating.
