With the development of economy, urban scale expanding gradually, the river-crossing town’s development still remain the river-crossing city pattern. The town residents whom living across the river frequently go and back from the residential area, commercial areas and office area which distribution on both sides of the river. That makes the bridge become an important channel for travel across the rivers and the traffic flow across the bridge increasing. The ends of bridge always combines with the intersections, a large number of different direction flow produce interweaves at intersections, which leads to produce traffic congestion. Under congestion, limited by the bridge structure itself, vibration of vehicles waiting with idling condition, easy to damage the stability of bridge structure, even produce resonance phenomenon which will let bridge broken. So optimize the bridge traffic control in associated areas on both sides of the bridge, to ensure that the residents live、work channel and efficient operation is of great significance.This paper analysis of traffic composition and operation characteristics of bridge, by analyzing some travel characteristics, such as the urban travel purpose, mode of transport, and travel time. Combined with the actual investigation, analyzed the main factors of traffic jams of bridge in the town.From the origin of congestion, this paper puts forward for the bridge running car test, limited vehicle traffic organization and management means and intersection method of one-way traffic areas, intersection highly channelizing, signal control of intersection traffic organization and management means. On the basis of traffic organization optimization, this paper uses the linkage control signal, in order to achieve the best control effect.In view of the characteristics of the bridge, this paper presents the idea of a total control. The fuzzy control theory of double layer signal coordination is put forward, which is, the system layer and the control layer. The fuzzy control of the system layer is mainly to coordinate the public cycle and phase difference of each intersection. Based on the total amount control theory, the fuzzy control of the independent intersection of the control layer is adopted in the three stage fuzzy control system. The different fuzzy control schemes are put forward to adjust the green time of each phase of each intersection, and the different fuzzy control schemes are proposed for the intersection of adjacent or associated but not adjacent.Finally, combined with an important bridge in a town of guangzhou, channelized the bridge and the surrounding intersections. And no signal control plan, fuzzy control and the intersection of different combination of signal coordination scheme is proposed on the basis of the intersection channelizing plan, and by using MATLAB and VISSIM simulation software for scheme comparison, analysis applicability at different time of the program as well as the advantages and disadvantages.
