With the constant improvement of China’s freeway network, operational management of freeway shows more and more problems. Small-scale management structure of freeway makes the mutual isolation between sections. This is not only conducive to resource sharing, but also cause difficulties for management and organization of emergency incidents. And repetition of management institutions makes that the management cost is high for a long time, and the efficiency of management is difficult to improve, etc. To solve these problems, this paper proposes an idea that the large-scale highway will be divided through regional division method to realize scale management.Based on the idea mentioned above, this paper studies analysis methods for freeway operation region division, and proposes a set of complete quantitative analysis methods for it: firstly, it puts forward the principle of operation region division, and conduct quantitative research to these principles; then, on this basis, it constructs hierarchical cluster analysis methods to solve the problem of operation region division to obtain alternative division schemes; finally, it establishes the evaluation index system of scheme selection, and uses reasonable multi-objective decision-making method to obtain the optimal scheme of operation region division. Moreover, taking a province’ 85 freeway as an example, this paper carries out case studies for freeway operation region division, and efficiency analysis of result. The results show that classification method of this paper is scientific and rational and it can bring considerable economic and social benefits to management units.Redrawing of freeway operating region made management institutions need re-set. So this paper studies selection of partition management institutions after freeway operation region division with the combination of qualitative and quantitative method. First of all, in the aspect of quantitative, considering the management needs of toll station and timeliness and effectiveness of the rescue for the potential traffic accident black-spots, this paper targets a model about central station’ siting of partition, operating costs to a minimum as the goal. And this paper use shortest path algorithm and Immune Genetic Algorithm to solve the model. Then in the aspect of qualitative, this paper evaluates results the model solved by fuzzy multi-objective decision method to select the best location layout scheme. Finally this paper also takes a single partition after division as an example to obtain the best location of the management central station. Thereby, the superiority and validity of the selection model and evaluation method is verified.
