With the development of economy and people’s living standard, taxi has become passenger’s perfertable choice more and more. The contradiction between increasing taxi travel demand and the limited supply of taxi is increasing intense, so the large and medium-sized cities is generally a taxi difficult problems. The experts and scholars were studied from different angles and put forward a series of measures to solve the difficult problems, such as opening the taxi number control, to increase the number of the taxi, to develop the car service, and so on. But we have to know that we cannot solve the problems of the taxi industry, even make the already congested urban traffic more chaos if we blindly insist to increase supply in a limited urban road traffic resource. Admittedly, to solve difficult problems of taxi, we have to make breakthrough from the aspects of the taxi number, but it is necessary to find out the positioning of the taxi before that, than on the basis of scientific positioning to determine the reasonable scale. At the same time, the urban road traffic resource constraints must be considered when we research the taxi reasonable scale. We must make sure the premise of the highest resources use efficiency when we pursue maximum satisfy urban travel demand.In urban road traffic, all trip mode like regular bus and taxi and private car share the urban road traffic resources, but because of their different technical and economic characteristics, the use of traffic resource efficiency also have obvious difference. Based on the analysis of opportunity cost that a taxi to take up the perspective of urban road traffic resources, the article explore the scientific location and rational scale of a taxi. Firstly, combing the concept of urban road traffic resources, the urban road traffic resources are divided into two parts, hardware resources and secondary resources, and further divided into ground road, three-dimensional road, parking system and elements such as traffic facilities and traffic control system, and analyzes the characteristics of the urban road traffic resources. Then, the article introduced the urban road traffic mode, and how all trip mode occupy urban road traffic resources, etc. After that, the article discussed the utility function of urban road transportation way, on the basis of that, constructed the urban residents to choose urban traffic probability model of each trip mode and Social Welfare Model of urban road traffic. Finally, on the basis of Social Welfare Model urban road traffic travel, the article alculated the opportunity cost of the taxi occupy urban road traffic resources, and according to the theory of optimal allocation of resources, calculated the optimal solution of the model and got the number of all trip mode under the proportion of the highest resources use efficiency. The number of the taxi in that is the reasonable size under the scientific positioning.
