In the process of urbanization around the world,the phenomenon of logistics sprawl,which is characterized by the relocation of urban distribution centers from the central urban area,has attracted the attention of scholars and the policymakers.The urban distribution center is an important node of the logistics network for logistics operation in the urban area,whose geographical layout not only affects its distribution activities and service quality but also has an increasingly prominent external impact on the environment.How to understand,analyze,and intervene in the geographical layout of the urban distribution center standing on social welfare,has become the key problem of logistics resource allocation.Firstly,under the realistic background of the relocation of urban distribution centers,focusing on the link between the urban distribution center and its location and taking government,distribution enterprises,and consumers as the core participants in the game,this paper qualitatively analyzes the role orientation,interest appeal and interactive relationship of them.After that,the decision revenue of some of the game relationships is characterized by the symmetric coordination game or the non-cooperative game,with their mechanisms being analyzed.Secondly,based on consumer surplus theory and the premise that consumers are willing to make an additional payment for distribution services with higher quality,this paper constructs a differential pricing model for urban distribution services considering distribution quality preference and consumption ability which are subjects to arithmetic progression.Then,the optimal pricing mix is derived using Nash equilibrium;the characteristics of consumer demand under this pricing mix are analyzed,and the parameters such as the constitution of profits and the initial strategy proportion of consumers in the subsequent three-party evolutionary game are determined.Finally,with the strategy set formed by distribution enterprises(retention or relocation),government(intervention or no intervention),and consumer(additional payment or no additional payment),an asymmetric three-party evolutionary game model among them is constructed.Next,evolution stable strategy(ESS)and parameter constraints for each participant and the system are dissected by the stability theorem for differential equations and Lyapunov indirect method based on replicator dynamic equations;the system dynamic evolutionary processes and the sensitivity to external variables under multiple ESS are realized through numerical simulation;the effectiveness of government intervention is verified;the countermeasures and suggestions are put forward.The research results show that the game system evolution is affected by the initial strategy proportion of participants,the distribution of consumer interval,and the parameters of the pay-off matrix.Under different initial conditions,it can reach three ESS(relocation,no intervention,no additional payment),(relocation,intervention,no additional payment),and(retention,no intervention,additional payment).To reasonably allocate logistics resources and control disorderly relocation,on the one hand,the government should establish an intervention mechanism expeditiously,participate in the intervention actively,increase fines and subsidies,and pay close attention to social welfare and public reputation.On the other hand,they should effectively combine the transformation and upgrading of logistics facilities with the orderly dispersal of logistics facilities,and improve consumers’ consumption level and service quality preferences.
