With in-depth progress of the West Development Strategy and the rapid expansion on super highways, expressways in mountainous regions increase day by day. As a consequence, more and more downhill road accidents occurred, thus causing enormous casualties and property losses. The safety problems in grew up and downhill have attracted public attentions. Setting up active/passive safety precautions such as truck escape ramps, improving road alignment and management measures are the major methods to solve the traffic safety problem in continuous long and steep downgrade sections. It has been proved in practice that setting up truck escape ramps is one of the most effective engineering measures by now. Due to the high cost of construction and maintenance of truck escape ramps, it is necessary to set up truck escape ramps reasonably. Therefore, strengthen the research of the principle has significance for solving the problem during the process of setting up truck escape ramps.Analysis and research involved safety problem of continuous downgrade are studied from design aspects to governance challenges on express highway. The main contents are as following:(1) Analyzing the accident characteristics basing on the investigations of traffic accidents in continuous long and steep downgrade sections of open highway in China. Summarizing the causes of accidents by analyzing specific accidents and providing basis for safety management measures.(2) The safety guarantee system which suitable for the continuous long and steep downgrade sections of China highways is proposed through out research and analysis on the different safety precautions settled on continuous long and steep downgrade sections of highways.(3) The most effective passive safety measure which is mean to prevent the accidents is proposed in terms of the characteristics of continuous long and steep downgrade sections highways. The setting methods of Truck Escape Ramp are studied.(4) Truck Escape Ramp cannot set down in some areas as the topographic condition is limited. Therefore, a new type of slide type wire rope hedge lanes is proposed.
