With the rapid growth of motor vehicle ownership, urban traffic congestion problem is getting worse. Evaluation of the operation of urban road network can measure the effect of city traffic management measures, and it is of great significance to improve the level of traffic management and ease traffic congestion. However, urban road traffic system is a complex dynamic system, traffic demand on road network changes over time. When evaluate the network operation efficiency, as the existing research uses the same evaluation index and method under different traffic demand state,a large number of real-time traffic data can’t be make full use of,so the adaptability and accuracy are too poor to meet the needs of dynamic evaluation. With the progress of traffic detection technology, urban road real-time traffic information acquisition has become possible, evaluation of the operation of urban road network based on real-time information is of great significance to improve the science of decision making of the traffic administrative department.Based on the above reasons, Researches in this study are on the following areas.First,the necessity of data preprocessing is pointed out based on the introduction of dynamic traffic data collection quality control and analysis of the current error traffic information,the identify and repair methods of wrong data,loss of data and redundant data are mainly studied. Combined with the feature of traffic flow data, the improved historical trend method is applied to data preprocessing, by man-made error data is analyzed, and compared the historical trend, spatial location based method and improved historical trend method, the feasibility of this algorithm was verified by example analysis.Secondly, on the basis of summarizing the common intersection operation parameters, put forward in the state of intersection criterion of evaluation of the efficiency based on the basic ideas and methods.depending on the intersection traffic demand, according to the existence of a secondary line, the intersection operation state is divided into two kinds of low saturation and high saturation state. Different evaluation indexes are selected under different states to set up fuzzy comprehensive evaluation modes. Saturation, delays and queue length are selected under low saturation state, while secondary parking rate, saturation efficiency of standard deviation and efficiency coefficient under high saturation state. The rationality of the proposed method is validated by the simulation analysis.Thirdly, Network model is established by PARAMICS to analyze different evaluation indexes change under different network demands. Analysis of road network average speed, delay, schedule completion, road network efficiency index change under different network load level.According to the size section of the average occupancy, the network is divided into low saturation and high saturation state, different evaluation indexes are selected in different condition. The feasibility of this algorithm was verified by example analysis.Finally, using the idea of object-oriented programming, take the road demonstration area of Beijing road network as an example, the paper designs the overall framework and main functions of the Urban Road Network Operation Efficiency Evaluation System Based on Real-time.the system judges the traffic state according to the real-time collection of traffic parameter information, choosing different indexs and method to evaluate the running state of the current network and release the results to different user groups. So as to realize the combination of theoretical research and practical application.
