Because the output of wind power is variable and anti-peaking, it could hardly serve as independent power and often need other conventional power to balance its fluctuation. The higher penetration of wind power is and the greater fluctuation of wind power is, the greater requirements of conventional power are needed. In order to accurately measure the cost of conventional power for balancing the fluctuation, the calculation method of system cost of wind power (including generating cost of wind power and balancing cost of wind power) is studied. The fluctuation of wind power is in relation to several or more time periods, and therefore the balancing cost and the quality of wind power is affected by more than one time period. Thus, the hourjy trade of wind power cannot fully discern its quality and value. Meanwhile, the steady part at the bottom of a large-scale wind power output curve is of high-value. In order to fully integrate the high-quality wind power, dig the value of wind power and according to the block bidding mechanism, the block value analysis of wind power is studied. The main work and the obtained results are as follows:1. The calculation method of system cost of wind power is studied. In order to fully discern the value of wind power, the concept of system cost of wind power is proposed, which is comprised of generating cost and balancing cost. The generating cost of wind power is low and its calculation method has been studied maturely, so it will not be the focus in the paper. At the other side, the value of wind power is mainly affected by balancing cost.To simplify the problem analysis, the generating cost of wind power will not be considered (the calculation of system cost can be converted to the calculation of balancing cost) and the calculation method of balancing cost is studied emphatically:firstly, the output curve of wind power is converted to the energy proxy’s curve which has the same rate as the load curve and equals the wind plants’ energy production; secondly, based on the economic dispatch and the way to C# to call CPLEX which is mature commercial optimization software, the balancing cost can be calculated by comparing total power system costs with and without wind power in economic dispatch; finally, a numerical case is simulated on the IEEE 118 bus system. The results show that the more capacity of wind power is, the greater fluctuation of wind power is, and the less relevant between wind power and load are, the greater the balancing cost will be spent.2. The average balancing cost and value of wind power blocks are quite different depending on the fluctuation of wind power. Meanwhile, according to the feature of the large-scale wind power output and block bidding mechanism, the block value analysis of wind power is studied. Firstly, in order to integrate the maximum wind power under a prescribed average balancing cost of wind power, the optimization models of block value analysis of wind power is established and the models are solved by CPLEX and particle swarm optimization. Finally, a numerical case is simulated on the IEEE118 bus system. The results show that the block value analysis of wind power can discern the value of different blocks.
