As a type of clean energy, wind power can save fuel cost and reduce pollutant emission, but it is also featured with volatility and uncertainty. Power generation and consumption in the electricity networks have to be balanced every minute. In order to avoid a significant mismatch between supply and demand, traditional generator has to balance the volatility and uncertainty of wind power, which is called balance cost in this thesis. Calculation method of volatility cost and uncertainty cost (two components of the balance cost) are analyzed to measure wind power's real cost after integration. To achieve the value distinction of wind power, make full use of the good quality part, and promote its healthy development, wind power's quality distinction base on balance cost and block bidding mechanism are presented. The main work and the obtained results are as follows:1. The calculation method of wind power's volatility cost is studied. Volatility cost and uncertainty cost, which together constitute the balance cost, are delimitated. For volatility cost, relative volatility index is defined to evaluate the relative fluctuation between wind power and load firstly. Then equivalent alternative scenario without volatility cost is established according to relative volatility index. In addition, the volatility cost is calculated as the cost difference of the equivalent alternative scenario and the original scenario on the basis of the economic dispatch optimization model. Finally, taking the smoothing effect of multi-wind's output into account, the volatility cost of multi-wind and cost-sharing are discussed. The results demonstrate that the volatility cost of wind power is raised with the increasing relative volatility index. Moreover, the volatility cost of multi-wind is less than the sum of single wind power's own volatility cost.2. The calculation method of wind power's uncertainty cost is researched. Uncertainty cost is calculated by reserve service cost that comes from prediction error of wind power. And by considering the smoothing effect of multi-wind's prediction error, the uncertainty cost of multi-wind and cost-sharing are discussed. The results demonstrate that the uncertainty cost is affected by the prediction level and output shape of wind power. The uncertainty cost of multi-wind is positively related to its correlation coefficient. Moreover, the uncertainty cost of multi- wind is less than the sum of single wind power's own uncertainty cost.3. The quality distinction of wind power based on balance cost is studied. To make full use of high quality wind power, block the wind power base on its balance cost horizontally by considering the volatility and uncertainty together. The bottom part of wind power has high quality with low balance cost and can access the electricity networks preferentially. The top part of wind power has poor quality with high balance cost, and needs to bear the balance cost if getting online. And the middle part is in between. Furthermore, optimization model is established to distinguish quality of wind power, which is solved with particle swarm optimization algorithm and CPLEX optimization software.4. The block trading mechanism of wind power based on quality distinction is studied, From wind power's own value point, combined with wind power's quality distinction and block bidding principle, the idea of wind power's block trading is proposed, which means that let different blocks of wind power identified by their quality access the power grid through bidding separately. The block trading model of wind power is built and is solved with uniform clearing mechanism and CPLEX optimization software. The results demonstrate that the wind power's block trading after quality distinction enhances electricity market competition and promotes wind power consumption.
