In the process of rapid construction of China’s freeway, due to topography, geological conditions, environmental protection, construction and other factors limit, larger and longer longitudinal slope or a combination of slope sections are used frequently, thus forming climbing sections. On the climbing sections, because of lack of climbing capacity caused by large vehicles, speed difference between the size of the vehicle becomes large, the frequency of acceleration, deceleration and demand of change lanes to overtake by small car increases, resulting in rear-end, side impact accidents, and large impaction on road safety. Setting the climbing lane is one of effective means to solve the above problems. But the difficulty of construction and construction costs to install climbing lane are large, Incorrect decisions will not be able to improve the traffic problems of climbing sections, but also may cause huge economic losses. Therefore, the development of scientific and rational basis for decision making has important practical significance.With interpretation of existing climbing lane installation, it founds that China set the standard defined mainly from traffic efficiency, and lack of validation of security, there are problems that define is not specific enough and part of the conditions are not quantify. Combining with China’s actual situation, this paper learns research methods abroad, there is a more systematic study of the effect of setting climbing lane from the traffic safety, demonstrating the rationality and effectiveness of climbing lane set to ensure a scientific and rational set of climbing lane and to improve the level of traffic safety.To improve of the basis climbing lane installation, first of all, the article analysis factors influencing traffic safety of climbing sections in road and traffic conditions, and traffic conflict based on the theory of non-accident safety evaluation is selected to evaluate traffic safety, with traffic collision rate as safety evaluation and magnitude lower collision rate as effectiveness evaluation of climbing lane installation, Then, East Lushan segment of Nanjing-Hangzhou Freeway is selected as typical climbing sections to carry out traffic surveys to get basic data for simulation. According to our country’s climbing road traffic, this paper build simulation models of different road traffic conditions combination to get conflicting data; to determine the length of climbing lane installation and through contrasting magnitude lower collision rate before and after climbing lane set, make use of K-means clustering analysis to divide the results into, good, fair, poor. Finally, the atrical puts forward suggestions to perfect climbing lane set with road conditions when the effect is excellent or good.
