In recent years, people began to focus on the problem of the global petroleum exhausted and the environmental deterioration, electric vehicle is the effective measure to improve the above issues because of it uses clean energy, so it constantly being taken seriously by the countries all over the world. With the growing scale of electric vehicle, on the one hand, the construction of the electric vehicle’s charging infrastructure will affect the city planning, so it needs to be reasonable planning. On the other hand, the way of the electric vehicle’s power supply determines its mode of operation, reasonable way of charging and charging time scheduling can not only prolong the life of the battery, but also it can improve the operating conditions of power grid and improve the grid operation effect brought by the new energy. Therefore, under the background of the electric vehicle in the swapping way, this paper study on the construction planning of the electric vehicle charging and swapping station and the orderly battery charging and discharging control strategy in the station.Firstly, this paper regards the lead-acid battery and lithium battery as the typical battery representative of the electric vehicle, and respectively analyzed the batteries’ work principle and the equivalent circuit model, then it set up the simulation model of the lead-acid battery’s third order dynamic model and the lithium battery’s PNGV model. By comparing the simulation result of the charging and discharging’s characteristics of the monomers large capacity battery under the three methods of charging and discharging, such as the method of the constant current, the constant voltage and the multi-stage constant current, it can achieve a reasonable charging and discharging method.Secondly, under the background of the electric vehicle in the swapping way, according to the user’s trip rule, it can obtain the quantity demand of battery each day.Then regard the user’s demand as the main factor, this paper set the capacity of the electric vehicle charging and swapping station by considering the factors of the network conditions and the traffic conditions. Aiming at the charging and swapping station containing two different functions of the workstation, such as battery swapping and dispatching station and centralized battery charging station, this paper study on the two workstations’ layout position plan by considering the factors of the users’ convenience, city planning, land price, equipment conditions, and so on. Through the simulation results of the example verify the feasibility of the planning scheme.Finally, this paper study on the orderly charging and discharging control strategy of electric vehicle charging and swapping station, it simply analyses the thermal power unit’s scheduling problem brought by the volatility of the wind power because of the wind power grid integration, then it regards the battery of electric vehicle as energy storage carrier, and analyses the power grid’s scheduling problem brought by the disorderly battery charging situation. On the basis of the above, this paper study on the orderly charging and discharging control strategy of the centralized battery charging station, it has collaborative scheduling with power grid. Through the case simulation’s results verify the effectiveness of the scheduling policy, it can improve the ability of power grid’s dissipation capability for the wind power given, and reduces the pitch peak’s pressure of the thermal power unit.
