Railway transport is the backbone of the transport system in our country. In recent years,as other transport ways have developed rapidly, transport market has constantly changed, the quality demands of the consignors have constantly improved, and railways continue to be strictly controlled, the rail freight market occupancy ratio has declined markedly. Although the status of rail freight transport still can not be ignored, especially that the transportation of the important goods is a reliable social foundation, railway faces tremendous pressure on the market among the fierce market competition. In order to play the railways’ full role in the sustainable development of the national economy, the service levels must be improved as soon as possible to improve their market competitiveness.The party group of the Ministry of Railways puts forwards the grand strategy of relizing the leaping development of railways in our country. It is an important context to relize the strategy of the leaping development of railways by adjusting the transportation productivity arrangement Comprehensively and the adjustment of the freight station arrangement is an important step of it.It is one of the key means to improve the competitiveness of the railway freight transport through the centralization of freight transport. It helps reduce service costs, improve the delivery of speed, and lower transport loss, at the same time, it is an important organizational guarantee to achieve reunification of the freight services quality and make the freight charges reasonable. Through that, rail freight transport can be achieved modest scale of operation, and get scale economic benefits.Domestic and international experience shows that decentralization is a fast, economical and effective way to improve the efficiency and effectiveness of the freight operation. Therefore, the objective of this paper is to put forwards the railway freight decentralization programme that is suitable in our country.
