In the west, the spokesmen have been called "political lightning rod" or "valve". When they faced of unexpected events, press spokesmen are often in the forefront to attract the public voice of doubt and even angry accusations. They will help the government to focus on dealing with the crisis, just as the first wave of dam to withstand the impact of the tsunami. In our country, the spokesman is the bridge between officer and public, who are important hub of the government information flows. In the face of crisis, the government acts as a spokesman for the social stability of the identity, and guide public opinion to prevent rumors. In the daily press release, the spokesmen also served as policy interpretation and implementers of government information disclosure.After the national spokesman system was constructed comprehensive, the government’s news release work has made great progress. However, in 2011 Zhejiang train crashing accident, the former ministry of railways spokesman Yongping Wang’s inappropriate words made the news spokesman into the whirlpool of public criticism again. At this point, the experts and practitioners are seeking a new direction and calling for the press spokesman system reconstruction. This paper based on the research of the professional spokesman, which made the feasibility orientation of building spokesman system. The focus of this paper is to put forward the professional theoretical connotation of spokesman and to find out the theoretical basis and to develop the career paths of spokesman.There are four parts in this paper:The first chapter is a general overview of spokesman. Firstly, the author established a clear meaning and spokesman system, summed the definition of news spokesman based on a comprehensive study of different disciplines. Secondly, the author analyzed the current situation of the spokesman team, according to the characteristics to find out the actual shortage.The second chapter defined the specific professions and professional theory, put forward the professional spokesman meaning and the necessity of professionalization by professional sociology as the research paradigm.The third chapter put forward the connotation of professional news spokesman. This is the core content of this paper. Specific including: the system of career as a professional security, the content of the professional quality as a professional, the professional ethics as the sign of professionalism.The fourth chapter analyzed the present situation of the national spokesman’s training, combining with the enlightenment of spokesman system of America, and summed up suggestions for our country.
