With the high popularity of computer networks, office automation is also in the continuous in-depth all walks of life. Kunming customs in the bridgehead position, as the customs is more important in the financial sector, to improve the efficiency of management, enhance the financial management of science and rationality, and improve the management level, we must use of computer and network technology to carry on the effective management.This paper introduces the research background of the project, the Kunming customs financial reimbursement management information system at home and abroad and the significance, the current situation of research and application, and clarified the main work of the paper; in business analysis, the existing financial reimbursement management system, the organization, the original business process are analyzed in detail, and gives the transformation of the business process; in functional analysis, through the use case analysis and use case description, the system function, the overall function gives the system package diagram and package diagram sub functions, including basic information management, staff management, financial accounting standard reimbursement application management, document management, accounting management etc. report management, basic data management and system management, package diagram; in the data analysis, the function of each system is required to process data are analyzed, the entity class diagram, thumbnail is given, the establishment of the database table structure; finally, summarizes the research and analysis of the work done, and the further work is discussed.
