| Electronic official document transmission is a process of paperless transmission from sending documents to signing documents. As the core and foundation of the e-government affairs construction, the electronic official document transmission system has become an important means to realize scientific decision-making, improve efficiency, and enhance the service function.The rationality and security of the system design is crucial to the success of e-government and the development and application of the system have become an important part of government information at all levels.“Security Official Document Transmission System for the Luan Municipal Party Committee†is a bidding project funded by Confidential Bureau of Municipal Party Committee of Lu’an City. The project management and system development are charged by the author. The data network of official document in Confidential Bureau is an enclosed one exclusively used by all the departments of Party Committee, Confidential Committee, Public security, Procuratorate, Court,enterprise and other public institutions in Lu’an city. Therefore, higher requirements for the application, security and extension of the system are put forward.In view of the existing problems of official document transmission in Institution Units of Lu’an city, the system application status and key technologies are researched, and the business requirements, the function requirements and the security requirements are analyzed. Then, the overall design and detailed design of the system are presented, including user management function module,document receiving and sending management function module, document transformation management function module and short message management function module, etc. SSL VPN is employed to ensure transformation security.My SQL authorization tables are used to guarantee accessing security. Flex Paper Module and SWFTools limit the access to the copyright. OFD(Open Fixed-layout Document) also ensures the security of the official document through fixing the format of the layout and limiting download permissions. At last, function, performance and compatibility are tested, The results show that the system achieves the expected goal in the aspects of integrity, concurrency and operability.The system provides a platform for Lu’an government units in which the electronic official documents can be transmitted safely and efficiently when crossing units. At the same time, the efficiency of the document delivery is realized and the security of the document transmission is enhanced. A good application value of the system has been presented by the positive users’ feedback. |
