A Study On The Employment Effect Of Industrial Transfer

As the passage of time, the impact of the2008economic crisis on the worldeconomy is gradually reduced, countries around the world have begun to recoverytheir country’s economic by the international industrial transfer. China, whoseeconomy growing fastest in the world, did not suffer the impact of the economic crisisstrongly, but the economic crisis is our opportunity to face many social problemscaused by long-term high-speed economic growth. The industrial transfer isconsidered to be an important tool to solve the social issues directly related toemployment such as shortage in eastern region、employment of university students、empty nesters and children left-behind employment. Therefore, this paper attempts tofind the problem exist in our domestic industry transfer process in the post-crisis erain order to achieve the better effect of solving the social issues directly related to theemployment by domestic industry transfer.First, because our domestic industrial transfer is formed on the basis of thetheory of international industrial transfer, so the paper reviews the history ofpromotion of employment by international industrial transfer, and then reviews thehistory of China’s promotion of employment by domestic industrial transfer, usinghistorical data to prove the transfer of industries can indeed promote employmentgrowth. Then, normatively analyzes the employment effects by transfer of industry inthe industrial transferring region and industrial undertaking region on the basis of theclassical theory of industrial transfer. Then chooses some variables represent thedirect and indirect employment effects of industrial transfer to analyze empirically inthe east China and central and western China, achieves the model estimation result.Then through the comparison and Study on the model estimation results, concludesthat China’s domestic industry transfer can promote the employment in eastern regionby increasing investment in fixed assets, upgrading the industrial structure andimproving the access of government support, can promote the employment in central and western regions by increasing investment in fixed assets, expanding the totalsupply and rising inflation, upgrading the industrial structure. However, the wagegrowth can not only promote regional employment growth, but also inhibitemployment growth. Finally, the existence of characteristics such as regional effectsand group effects in the employment effects of the domestic industry are summarized,and proposes appropriate policy recommendations in eastern region and the center andwest region, respectively.
