Bond underwriting is the business that financing from the inter-bank market directly, helping issuers widen their financing channel、save financial cost and promote the enterprise image in the public market. As the important energy base and the supporting area of the western region development policy in our country, the situation of the financial development and inter-bank bond financing in Inner Mongolia is got more attention. The research conclusion of inter-bank bond financing has great significance to financial policy research and certain area experience promotion in our country.First of all, the author made a fully introduction of the theory of inter-bank bond market in this thesis; secondly, summarized related rules and regulations; thirdly, did research on the current situation and future development direction of the business of inter-bank market bond underwriting in inner Mongolia area; then, took Mengxi cement company issuing the first short term paper in2012as an example, and analyzed its significance on inter-bank bond financing market. At last, based on the analyzing results of theory and example, the author came out with the suggestions on strengthening supervision in the inter-bank market、expanding the accessing scope of issuer and main underwriter, etc.
