The monopoly in the telecom industry that served as a pillar of the economy has deduced to nothing but a name in the western developed countries,from the initial natural monopoly characteristics was sure to continue to introduce competitive into countries in the world.In China,due to the special of economic development and historical reasons,the monopoly of the telecom industry is have obvious drawbacks increasingly.With rapid development of telecom in the world and improvement of telecom regulation institutions and science&technology, more and more people research on the effectiveness of telecom regulation in20years. With the progress of the reform of the China telecom infrastructure, it is the aim of China telecom industry regulation that how to make a proper market, improve price and quality of service, and control the impact of monopoly of the profit in the industry over social welfare.This paper analyzes the way of reform of the China telecom industry under the viewpoint of regulation,features and problems of the industry in the network times are analyzed, based on the analysis of the natural monopoly, the telecom monopoly and regulation theory. The current status and improvement momentum of China telecom regulation reform are concluded, based on the analysis about the conflict between the public and the economic characteristic of the telecom industry, and comparison with and learning from telecom reforms in other developed countries. At last, the strategy of China telecom reform is proposed to serve as a new reference for China telecom reform and help to make a good base for the rapid and stable development of national economy of China.Is to ensure consumers interests as the prerequisite, reasonable define the boundary of the role of market and government; At the same time, the introduction of competition in the market, reform the government regulation system, improve the universal service mechanism and incentive regulation of telecom as a reform measure.Based on the current results of research and experience provide new reference and inspiration for our telecom reform,and lay a good foundation for the rapid and stable development of the national economy.
