With the continuous development of social economy and the continuous progress of the urbanization progress, the ownership of the motor vehicles and non-motor vehicles is soaring year by year, so that the urban traffic problems become increasingly serious. Problems such as traffic congestion, environmental pollution, energy consumption is too large to cause the extensive concern of society. Public transport is one of the main forms of urban transport and also is one of the important infrastructures of the city living on. For a long time, urban bus plays an important role in public transport. Its advantages are large amount of carrier and carrier with high efficiency, low energy consumption, relatively low pollution and lower transportation cost. All countries in the world actively advocate using more public transportation vehicles, so that to improve the efficiency of transportation and to ease the growing pressure of motor vehicles for urban traffic. What’s more, city bus has become the main means to solve the contradiction between supply and demand of urban traffic, to adjust the structure of transportation and save energy consumption. As a result, many major cities at home or abroad advocate the implementation of the bus priority strategy. However, due to current management and technological backwardness, the bus service is low, poor quality and passenger complaints more. On the one hand, bus priority is unable to meet the needs of passengers. On the other hand, it causes a lot of waste of resources and can’t make reasonable configuration from the perspective of customers. The main cause of this situation is to maximize the current bus service quality can’t meet the maximum customer demand. Although bus companies input lots of financial recourses in whatever the important fields they think, the customers are not satisfied and with little success in this field. As a result, this has seriously affected the people’s travel and the development of the city. This problem presses for improvement.To improve the utilization rate of resources and build an energy conservation society, as well as developing the dominant status of urban bus transit in the public transport system, it is of vital importance to increase the attraction of bus service and improve the satisfactory from the prospective of customer requirements. At the same time, passengers’demands of public service are becoming more and more personalized and diversified as the improvement of living standards and enhancement of consumption consciousness. So it is a crucial problem the bus company must take into consideration when designing and improving the service that how to obtain and understand the passengers’demands and accurately reflect the key information of customers’satisfaction in the progress of service improvement.At present, the research about importance ratings of bus passenger requirements exists the method is subjective, Information collected is not comprehensive, or other issues. And the method of determine importance ratings of customer requirements in quality function deployment provides a good idea for the study about importance of passenger demand. Final importance of passenger demand is confirmed scientifically and roundly by combing fundamental importance with relative efficiency. Traditional methods for determining fundamental customer demand include Analytic Hierarchy Process, Fuzzy Set and Rough Set, but they all have some problems, the objectivity is questionable, while modifying factor is calculated based on subjective cognition. Therefore, further research is needed.For the above reasons, a new method combining Rough Set and Data Envelopment Analysis to determine importance of customer demand is proposed. The improvement combined with analytic hierarchy process of the weight calculated by Rough Set as0is right, then we determine the fundamental importance of customer demand. Meanwhile, DEA is adopted to calculate modifying factors, which enable us to minimize influences of subjective preferences. Let customer demand be decision-making unit, competitive differences and other factors the input and output indicators. Pure technical indicator relative efficiency obtained reflects ore accurately the willingness of enterprises to improve service. Lastly, final importance of customer demand is determined by combining fundamental importance and relative efficiency in QFD. Then importance ratings of passenger requirements is sorted, the countermeasures and suggestions of improve service quality are put forward.The innovation of this research is mainly shown as follows:A new method combining Rough Set and Data Envelopment Analysis to determine importance of customer demand in Quality Function Deployment is proposed.
