| With the establishment of the China Banking Regulatory Commission in2003, China initially established a regulatory system of one central bank and three regulatory commissions, which has been operating for almost ten years. Before the establishment of the tentative regulatory system, the issue had been debated whether monetary policy and banking supervisory function should be separated. In the practice of this decade, the various problems exposed let us re-examine issues such as the division of the functions of the central bank and the China Banking Regulatory Commission under the current supervision system. We should consider that as a specialized banking supervision department, whether China Banking Regulatory Commission can take on Chinese banking supervision with its own power, at present whether our regulatory system is adapted to the changes of financial environment, how to improve cooperative relations between the central bank and the China Banking Regulatory Commission and so on. Under the financial regulatory system, whether the bank’s risk management and monitoring work can keep pace with the changing internal and external environment will directly affect the risks of the banks and the control of the entire financial market risk, which is an urgent problem that our regulatory authorities should work out.So we hope that through the analysis and research of the banking supervision, we can find out the defects in the functional division, information sharing, and last resort system etc., and we can also reveal that our bank nationalization is the root cause of the above problems. Learning from more mature foreign bank regulatory systems and various regulatory methods, considering the current situation of the Chinese banking development and the reform trend of mixed operation in financial industry, we propose solutions and suggestions to improve Chinese banking supervision, and hope to provide valuable reference to the reform of the Banking supervision of China. |
