A Study On The Governance Of Local Government 's "Three Public Consumption" From The Perspective Of Budget Control Function

Public expenditures of governments on overseas travel, receptions and vehicles, i.e. Three Public Consumptions are inevitable parts for governments to maintain efficient operation and realize preset functional goals. Nevertheless, Three Public Consumptions disordering of our country in recent years, due to unlimited power of distributing public resources by governmental departments, organizations and leaders, accompanying with non-transparent consumption and imperfect supervision system etc. practical reasons, is becoming more and more serious and causing denouncement towards government. Causing numerous wastes to public funds, irrational consumptions on travel, receptions and vehicles is not only the hotbed for corruption of some officers, but also the main cause to social morality deterioration, which is seriously impacting the governments’ image, and is one of the problems to be emergently solved in public administration of our country nowadays.Three Public Consumptions by government are part of public financial budget, and thus the publics, as the taxes payer for governmental activities, possess legal right to know and power of supervision. For the special attribute of governmental departments as practical behavioral agent of public powers, control in its budgeting process is crucial. Budget control not only decides the approaches of budget evaluation and allocation, but also dominants budget enforcement and examination stages. As always being, the budget reformers hope to restrain the activities of politicians, officers and each public administrators via giving full play of budget control in order to ensure the public funds are used for public uses only rather than being used for personal aims of decision makers, and then bringing a more responsible government. Premier Wen Jiabao explicitly required in government report of2011that, expenditures on overseas travel, vehicles procurement and operation, public receptions etc. should realize zero growth in principle, which pointed the direction for government to enforce budget control over Three Public Consumptions. The article studied the irrational Three Public Consumptions problems of local governments under the functional view of budget control, and discussed the deficiencies and shortages of budget control function of local governments in our country via comparing the budget control functions over budget compiling, overview, enforcement and decision making etc. stages to specific reflection in Three Public Consumption, and proposed concrete countermeasures and suggestions for standardizing and managing Three Public Consumption problems of our governmental departments on the view of Control Theory.
