A Study On The Disclosure Of Local Government 's Financial Information

Financial information disclosure is one of the important parts of financial democracy. It is not only the prerequisite of the public supervision rights but also the basis of building a transparent and conscientious government which goes under rules and serves for people. The disclosure of financial information has become the necessity of modern public finance. A series of financial reforms such as establishing the government revenue and expenditure subjects system, centralized treasury payment system, government procurement system and the department budget system, have been implemented in China in recent years, which is helpful for further steps of financial information disclosure.However, comparing to goal of the conscientious government and the expectations of the public, the progress and the contents of the government disclosure are still behind. Especially from the perspective of the financial budget arrangements, this paper main to analyze the reason for the stagnation and limitation of the government information disclosure and the issues of financial management which impact the disclosure, on the basis of research of current policy of financial information disclosure. According to the process of current government information disclosure, the author designed a series of indicators to measure the openness of government budget during the "12th Five-Year "period. Focusing on the budget arrangement, the core project of financial information disclosure, finally the author gave advice on how to improve the system design of local government financial information disclosure from the perspective of law, institution and supervision.
