Study On Constructing Yunnan 's Policy Earthquake Insurance Mechanism

Yunnan Province locate in a part of the circum-Pacific seismic belt and ASEMseismic zone, and it locate in east side of the Indian plate and Eurasian plate collisionwith frequent, it is one of provinces that occurs the highly disruptive and destructiveearthquakes frequently. Therefore, the economic losses and casualties occurred whichcaused by the earthquake is enormous over the year. According to incompletestatistics, In the time of last two decades years, destructive earthquakes of differentlevels occurred in Yunnan Province and its surrounding area is about more than79times and the average annual incidence of earthquakes reached (3-4) times/year, andthe scale of economic losses caused by every earthquake almost could reach severalmillion dollars.Constructing Yunnan policy earthquake insurance mechanisms， through acombination of government and the market to compensate for the loss of the disaster,has a very important practical significance: First, effectively integrate social resources,let the resources invest and apply to the local which most pressing needs;Second,changes the system which government finances is mainly traditional disasterrelief, reducing its burden; Third, it could rely solely on shortcoming of financialindemnity or insurance compensation for disaster losses existing in the process;Fourth，it could improve the general public’s awareness of insurance and disasterawareness and promote the healthy and rapid development of the insurance industryin Yunnan province.My paper are based on operational mechanism of earthquake insurance, mode ofoperation, as well as some successful experiences of developed countries in the worldwhich offer earthquake insurance business, and combined with the circumstance thatYunnan local earthquake disaster and assistance, by comparing the demonstration,from the micro and macro perspective to discuss the policy earthquake insurancemechanism has advantages in the current.Combined with practical, My article thinkthat build the policy earthquake insurance mechanism is very necessary and feasible in the current in Yunnan Province. On this basis, the article further discusses the mainaspects of establishing the policy earthquake insurance mechanism in Yunnan, andgive some related suggestions.
