In recent years, with the rapid development of economy, the improvement of people’s living standards, the progress in urbanization, and the increase of all types of vehicles, cities are undergoing fast changes in terms of the means of transportation. As a result of this, the streets are becoming increasingly congested even though they have grown much wider than before. Other problems such as environmental pollution and high energy consumption are impeding the economic development in cities and the urbanization process itself. Traffic congestion not only causes great economic losses, but also wastes people’s precious time and lowers their sense of happiness.Based on the concept of TOD, the paper holds that, by centering upon the development of public transportation and realizing the harmonious development of land use and transportation by the exploitation and utilization of land around bus stops, TOD is a traffic mode conducive to the sustainable development of the High-and-New Tech Zone.First, the paper introduces public goods theory to the governmental supply of TOD. It holds that TOD, as an important part of city transportation, belongs to quasi-public goods. It follows that the government plays the key role in providing people with public transportation. The basic theory and characteristics of TOD are also discussed.Second, by analyzing the traffic development patterns of some cities at home and abroad and drawing lessons from their successes and failures, the paper puts forward suggestions for the development patterns of TOD with Chinese characteristics.Third, the traffic conditions of the High-and-New Tech Zone are discussed and the major causes of the problems are analyzed.Last, in light of the significance of TOD for the development of transportation in the High-and-New Tech Zone and Xi’an City on the whole, the paper proposes some strategies for the implementation of TOD model from six aspects, including ideology, institution, planning, financial service, development and policy, hoping to provide some solutions to the existing problems in the High-and-New Tech Zone and enable it to face future challenges by optimizing the spacial layout and promoting sustainable development.
