EPC project contracting model was widely adopted for international engineering contracting mode which has great difference with E+P+C mode. Works of E+P+C mode is relatively independent, long construction period, with plenty of negotiation and preparation time, risk is relevantly low. But with regard to international project adopting EPC, the whole project construction period is shorter, the design, procurement, construction are closely integrated, and need to be entirely responsible for the safety of engineering, quality, the cost of the project, the risk is relatively large which puts forward higher demand on the international engineering company and the challenge. In the international EPC project, the total cost of the purchase accounts for 40% to 60%, the purchasing management runs through the project life cycle. Starts from the equipment investigation of the design bidding phase by researching a great variety of materials, equipment procurement, workload is big, to meet thesmooth implementation requirements of the international EPC project. So the requirements of purchasing management are very high, the meaning is significant. This article takes EPC project contracted by international engineering construction enterprisesas research foundation, takes international EPC project purchasing management as research object,analyzes the management of international procurement, establishesthe management system of procurement, and creates procurement process and management policy, raises reasonable suggestion on foreign and domestic procurement based on current enterprise development situation. In the aspect of building procurement management organization, the author puts forward the importance of the service consciousness and team cooperation, suggests establishing service type procurement organization, and introducingthe theory of team work. In the purchase management system and process, the author puts forward the general procurement bidding systemsupplier management, contract managementsuitable for domestic and abroad,combed the relatively good procurement process, laying the groundwork for purchasing management. In terms of material/equipment classification and supplier management, the author used subdivisionmethod to subdivide materials equipment; procurement of various types of equipment management mode, thus further distinguishes the supplier management, and provides a reference for enterprises in material supplier management. Finally the author analyzes abroad EPC project(Sandoyairport projects and Rwanda KCC project which she worked and studied at site) the level 3 airport project procurement management of Sandoy airport project, established the integrated procurement management structure based on the branch procurement as support, purchasing department as the center.Selectively analyzed the importance of international purchasing to the company development, provide reference tothe procurement unification and efficiency.
